Recruiting,

training and general control should remain in

the hands of the Police Authorities and can for

the present be undertaken by the existing staff.

If suggestion to utilize Weihai wei Police Force

after rendition is pursued the possibility of

obtaining services of Wemyss now in Weihaiwei

will be considered. Inspector General of

Police is in communication with Commissioner

Weihaiwei on this subject".

and of his subsequent telegram of the 9th of May,

1930, which reads:-

"My telegram 29th March and previous

correspondence anti-piracy guards agreement

for utilisation of extended police guard

organisation by shipping companies now reached

companies paying full cost of guards.

Recruiting of white-Russians from Shanghai and

Northern Chinese from Weihaiwei and Indians from

India is required and is in hand.

It is

hoped to commence the service partially early

July and to supply all companies in the

agreement by end of July but exact date will

depend on progress of recruiting".

2. Mr. E.D.C. Wolfe, the Inspector General

of Police, has now sailed for Shanghai and Weihaiwei

where he will take in hand personally the

recruitment of Russians and Northern Chinese, and a

reliable Indian Sub-inspector has been sent to India to

recruit the additional Indians required.
